You go in the subdirectory "Local" -> "Google" -> "Chrome" -> "User Data" -> "Default" -> "Extensions".

Open this folder and move the contents to another location on your hard disk.

Go back to Chrome and go back to the menu "extensions".
You delete the blocked extension from Chrome by clicking on the trash can icon. Confirm the selection with "Remove".
Scroll up and click on the button "Unpacked extension..."to load.
