The easiest solution in Photshop the "paint" of the fog is:

Create a new layer and select a fairly large brush with White color and a hardness of 0%.

Select Black and White as the colors.
You can open then in Filter in the "render filter"-menu, and you can be on a new layer with a "clouds"-structure.
