- Call http://www.blogger.com/ and login with your Account.
- Select in the Overview of the Blog you want to delete.
- Click the links in the menu to "settings" and then "other".
- Under "Blog tools" click on "Blog delete". The safety query, confirm with "This Blog delete".

You want to restore the Blog again, go to your Blogger Account. On the home page, you can enable your Blog under "Deleted Blogs" again. You just want to change the URL of your blog, you need to delete it. Instead, you can use the Blogspot address change.
