From iCloud you get the error message "Maximum account number reaches", if you have created on iPhone or iPad three Apple IDs. In this case, you can contact the Apple Support but there are also others, not very intuitive solution.

iCloud: the Maximum account reached number - so you can fix the error by Mac

Unfortunately, it doesn't help that Apple create ID on another device and then on the affected iPad or iPhone to login. The error message is still displayed. Do you have a Mac at Hand, you can solve the Problem in five steps:
  1. You create the Apple ID via the Browser. Here you can find a manual.
  2. Create on a Mac, a second user Account. To do this, open the "system settings" > "users & groups". At the bottom, click the lock and enter your password.
  3. Select the bottom left of the "+". Then, enter in the new window a name, and a password and click "create user" (see image). The following settings are irrelevant. The user can delete them later.
  4. Then select the new user in the left list, and click behind the "Apple ID:" to "Setting ...". Now log in with the previously created Apple ID.
  5. You can then set up your iPhone or iPad as usual. The error message no longer appears.
Create a user on the Mac
To delete the user on the Mac, select it and click the "-" at the bottom left. In the next window, select the third Option "delete user" and confirm by pressing the same button.
Tip: Before you sell your iPhone or iPad, you should always delete its connection to the iCloud. Here we will show you how to do that.
