The data, which loads Android automatically, the language for the Text-to-speech service from Google. So that you can have texts read aloud. For most however, this Option is completely unnecessary and you will be annoyed by a Download loop of the voice data.
- Open the settings of your Android Smartphones and you can go under "General" to "accessibility."
- Select the last Option "Text-to-speech output". See there next to the Option "Google Text-to-speech" a Gear.
- You tap on the output language to open the settings.
- Then, open the "settings for Google Text-to-speech". Click to clear the check mark, so that the voice data will not be updated anymore.

Download Manager: Android-delete data
The above method does not help you, you can delete the data and Cache of the Download Manager. So the Download should stop and not start again.
- To do this, open the settings of your Android Smartphones and select under "General" the entry "applications".
- Swipe to the side, so that you can go to the category "All" and find the "Download Manager".
- Select it and tap on "force Stop". You should then delete the "data", so that the downloaded data fragments are removed and the voice Download does not automatically start.
